A'IBOM ASSEMBLY RATIFIES REPORT ON CONSTITUTION'S FIFTH ALTERATION BILLS 2022
The Akwa Ibom State House of Assembly has ratified the Report on Transmitted Constitution (Fifth Alteration) Bills, 2022.
Recall that the House at its Sitting on Thursday, May 5, 2022, received a letter from the National Assembly requesting the House to pass resolutions in support or against forty-four proposed constitutional amendments, in line with Section 9 (2) of the Constitution of the Federal Republic of Nigeria, 1999, as amended.
The message of the Clerk to the National Assembly was referred to the Ad-hoc Committee on the Transmitted Constitution (Fifth Alteration) Bills, 2022, with the House Leader, Sir Udo Kierian Akpan (Oruk Anam) as Chairman.
Presenting his Committee's Report at Plenary on Tuesday, Sir Akpan said the Committee held a Stakeholders Meeting where the transmitted Bills were sorted into four broad groups; Devolution of Powers/Sundry Matters; Political Parties/Elections/Political Office Holders; Executive/Legislature/Judiciary, as well as Local Government/Federal Capital Territory/Statutory Bodies.
He disclosed that discussions at the Public Hearing, which was attended by Senior Advocates Nigeria, former Chief Judge, retired and serving judges, civil society and youth organisations, socio-cultural groups, traditional institutions and other participants, were illuminative, demonstrative and exhaustive.
He urged the House to listen to the people, who he noted spoke through the stakeholders.
Subsequently, the House concurred to 65 items out of 66 items in Fifth Alteration Bills at the Committee of the Whole through voting.
Amongst the Bills approved by the House were:local government autonomy, judiciary autonomy and legislature autonomy.
The only exception, which got a No vote from majority of the Members, was Fifth Alteration Bill No 46, "which seeks to alter the provisions of the Third Schedule to the 1999 Constitution to include presiding officers of National Assembly in the membership of the National Security Council, and for related matters."
At plenary, Speaker Aniekan Bassey, thanked Members for their contributions and further directed the Clerk, Mrs Mandu Umoren, to communicate the resolution of the House to the National Assembly.
Meanwhile, the House has adjourned its plenary to Thursday, August 4, 2022, by 10am.
